The White House has released a detailed report outlining what President Bush describes as a "strategy for victory" in Iraq.
The "National Strategy for Victory in Iraq" was issued early Wednesday, hours before Mr. Bush is to deliver a major speech at the U.S. Naval Academy in Annapolis, Maryland unveiling those plans.
The report rejects setting a specific date for withdrawing U.S. troops, saying "no war has ever been won on a timetable." It identifies the insurgency in Iraq as a combination of Iraqis who reject democracy, those still loyal to Saddam Hussein, and terrorists affiliated with or inspired by al-Qaida.
The report highlights the progress the administration says has been made on the political, economic and security fronts, including the training of more than 200,000 Iraqi forces.
But it says it is unrealistic to expect that a "fully functioning democracy" would be established less than three years after Saddam was toppled from power.
