Syria and Iraq have restored diplomatic relations after a nearly quarter-century break.
Iraqi officials say ties were normalized Tuesday during Syrian Foreign Minister Walid Muallem's visit to Baghdad.
In other developments, Iraqi officials say President Jalal Talabani will meet in Tehran Saturday with Iranian President Mahmoud Ahmadinejad. Officials denied reports Syrian President Bashar al-Assad would join the talks.
Meanwhile, Iraqi officials say three people were killed in a U.S.-Iraqi raid in Baghdad's Sadr City neighborhood Tuesday. The U.S. military says seven suspects were captured, including an individual believed to have information about an American soldier abducted in October.
President Bush has accused Iran and Syria of supporting insurgents in Iraq and undermining the country's democracy.
State Department spokesman Tom Casey voiced skepticism that the Iraq-Iran talks would lead to progress on the ground in Iraq.
