The tobacco prevention measure North Dakotans approved Election Day takes effect Dec. 4, when Gov. John Hoeven gets the names of nominees for the advisory panel that will run the program. Known as Measure 3, it passed with 54 percent of the vote. The nine people Hoeven picks will be known as the Tobacco Prevention and Control Advisory Committee. They will write a plan, get an appropriation from lawmakers and spend as much as $9.3 million a year in attempts to prevent young North Dakotans from starting to smoke and get current smokers to quit. The committee’s money comes from bonus funds the state is starting to receive from the national tobacco settlement. The state has been getting millions of dollars a year ever since the tobacco settlement was reached 10 years ago, but now the state is beginning to get an extra amount for having been instrumental in creating the settlement with the tobacco companies. Measure 3 mandated that money be used for tobacco control. Some of the measure’s sponsors were vague Thursday about what the public will notice about the anti-tobacco campaign once the advisory committee starts spending money on its plan. Sponsor Kathleen Mangskau of Bismarck said one probability will be that people all over the state who want to stop smoking will have much more access to assistance they need to quit. She said one effort to cut down on children starting to smoke would be to make sure all school grounds become tobacco-free. She the advisory committee won’t duplicate anti-smoking efforts already under way by state and local health officials. It may enhance those efforts but not start new programs that do the same thing, she said. Hoeven must name the committee by Dec. 26. He will get nominations from the North Dakota Public Health Association, North Dakota Society for Respiratory Care, North Dakota Nurses Association and the North Dakota Medical Association. He is to pick seven committee members from those nominees, plus an at-large youth member and an at-large member of the public. Four of the eventual nine must be non-state employees “with demonstrated experience in tobacco prevention. There must be a practicing physician and a practicing nurse, both of whom have to be familiar with tobacco-related diseases. The youth member must be 14 to 21 years old.
